Although Law No. 28251, “Law against abuse and sexual exploitation” was enacted in 2004, which incorporated the crimes of user-client and sexual exploitation of children and adolescents in the field of tourism, the ESNNA is still considered a complex phenomenon that requires equally complex legal and political responses that allow effective and efficient action in the face of the multiplicity of factors that cause it.

In this sense, the State shouldn’t only limit itself to punishing criminal behavior but should also implement measures that take into account aspects such as rural-urban migration, gender discrimination, irresponsible and dominant male sexual behavior, social tolerance, impunity in the face of the lack of enforcement of the law, among other factors that indicate the need to address the problem of CSEC from various angles in order to prevent and eliminate sexual exploitation from our society.

WHAT IS ESNNA?

This is a program launched by the Peruvian Ministry of Foreign Trade and Tourism. The acronym in Spanish refers to the sexual exploitation of children and adolescents in our territory. This State initiative requires several measures to be followed by the entire travel community in Peru. Among them are:

In Peru, there is a Code of Conduct for travelers that all visitors must follow otherwise they would be deprived of their freedom.

The Hello Peru Tours Company and all the personnel that works as well as the strategic partners have been trained in the norms and the legal framework of the ESNNA so that everyone knows the objectives and the correct procedures of this program (As for our workers who make treks as porters and cooks, muleteers have also received training). They must support and protect our children.
